Legal Question in Real Estate Law in India

ANY LAWYER FAMILIAR WITH DEHI'S REAL ESTATE LAWS , KINDLY ANSWER :

I am looking to buy a property at West Patel Nagar, New Delhi.

The property is lower ground floor in a residential building with upper ground, 1st, 2nd and 3 rd floors on top of it. The lower ground floor is 3-4 steps below ground level and is not a basement.

The same is not freehold and is on power of attorney. My concern is that normally 4 floors are allowed in Delhi's residential buildings (ground, 1st, 2nd, 3rd). If this is treated as a building with 5 floors, can the authorities take any action considering it illegal ? What could be the repercussions ?

You may need to engage a lawyer for preparing "search report" of the property vis-a-vis title of the property and requirements of local laws as to construction etc.
