ragistration of our flats

We have baught three flats in rajendra nagar, nagpur (maharashtra) in a building.when we went for registry,the N.I.T. fellow said hence lease deed is possible after completion of ten years ,(after 10-nov.06)you come after this date,and then only builder can sell these flats.now they are saying registry can not be done as in that area some policy matters are pending.the plot owner paid Rs.14 as for lease deed ,now it seems nagpur improvement trust(N.I.T.) increased it afterwords.we want to pay the extra money for lease deed,and do the registry as early as possible.we have paid payments in D.D.and plot owner is now very sick.the developer is his son.they had a contract,which is over now.they are not in a good terms also.as a flat owner what we can and should do,please advise.

Your are question is not clear. You have to contact your local advocate as this matter is pertaining to NIT it is a local law. I advise you to contact advocate in your local area.
