What do the society bye – laws say about dumping of junk material / shoe racks in the common passage opposite lift or outside the individual’s flat but in common passage . What action can be initiated by me as the Managing committee members have failed to get it removed and few of the so called MC members themselves also follow these practices. You just go through your society's bye-laws and if anything is mentioned there then you can act accordingly. But on any account even if nothing is mentioned in the bye-laws you don't have to worry. You can straight away send notices to the society to remove those materials which create problems or nuisance to you. If they neglect to do it then approach the civil court or the registrar of society's by filing a case.
