Legal Question in Real Estate Law in India

I stay in Mumbai. Recently the Maharashtra Government has passed Deemed Conveyance bill,

Our society is more than 20+ years, as of today, we have not received the Conveyance from the Builder.

The builder has informed us that: that the land which our building stands belongs to a family consisting of 2 brothers and one sister. The land sale deed agreement was signed by the two brothers but not the sister. Now the sister is refusing to give her NOC till she get money at the current rate of land.

Can you please advise us that as per Deemed Conveyance we can obtain the Conveyance from the Builder whether he gives us willing or not.

Deemed conveyance orders are passed by officials of co-operative dept. Approach them.
