Legal Question in Telecomm Law in India

Hi Sir, My Name Is Sumit. I'm Using Idea Postpaid Connection. I've Activated DND(Do Not Disturb), So That I'll Never Get Any Unwanted Promotional SMS & Calls. They Told Me To Wait For 45 Days To Wait, It's The Maximum Time For Activation Of This Service, Because They Have To Register With TRAI(Telecom Regulatory Authority Of India)'s Database. There Is A Option To Check DND Registry In www.trai.gov.in,
I Searched My Number, & Result Was "This Number is Registered in NDNC Registry Database". I Checked Their Rules & Regulations Also, They Clearly Mention That In case of non-compliance to the Telecom Unsolicited Commercial Communications Regulations, 2007, Service Provider is liable to pay an amount by way of financial disincentive, not exceeding Rs.5000/- for first non-compliance of the regulation & in case of second or subsequent such non-compliance, an amount not exceeding Rs.20,000/- for each such non-compliance. My DND Was Got Activated On March 23rd, After 17-18 Days I'm Recieving Messages Till Now. I'm Having Lot Of Problem Through All This. If My Number Is Registered With TRAI Database, & After So Many Non-Compliance Of Regulations From IDEA, & So Much Mental Crisis To Me, How Can I Demand Compensation. I Sent Them Mail Regarding This, But They Are Not Replying, Maybe They Are Waiting For Me To Get Tired & Forget This Matter For Always.....
