Legal Question in Wills and Trusts in India

I applied for a succession certificate in bhopal district judge, since i am residing in bhopal on a temporary basis for the last 4 years. my father died in kolkata in 2005 and mother died in hisar in 2001. both of them did not have any immovable property in either kolkata/hisar in their names. the district judge in bhopal informed that the case could not be heard in bhopal since deceased expired in kolkata & hisar and informed us to read provisions of article 371 of indian succession act. i am seeking succession certificate for transferring shares of my parents in my name. since the asset in question are shares and not any immovable property, can the judge refuse to admit my petition in bhopal. since me and my parents have been continuously moving across india, what to do? what is the definition of an ordinary resident in this context.

ordinary resident means who is residing at a place for no of years and has a intention for permanent residence.
