Can a Class I heir under Hindu Succession Act, will the self acquired property inherited by her without will to people other than Class II heirs?

Any property which is self acquired by anyone can be willed to any person.

in case the title of the property is clear and does not form the part of joint property, the heir can execute the will. however, you need to consult a lawyer before doing that.
