succession certificate

Both my parents have passed away in quick succession and I am the only child. My father's accounts either had my mother as nominee or no nomination. I am in need of applying for a succession certificate in Tamilnadu for some of the accounts over Rs 1 Lakh. I am told variously that I have to buy stamp paper of 2% or 4% of the value by different advocates at the time of application. But I see online that the court fees need to be paid after the court hearing once the court decides to give the succession certificate. Some previous answers online mention that in Delhi UP etc... the application for succession certificate is made on a stamp paper of nominal amount like Rs.2. What is the correct procedure to apply for a succession certificate in Tamilnadu? Also there are some accounts and LIC policies where though the amount is over one lakh the dealing clerks have told me that it MAY be processed without a succession certificate based on death certificates and legal heirship certificate. Can I add additional items to the list at a later stage or get additional succession certificate if the process without succession certificate fails? will additional certificates require the entire lengthy procedure again? Is there any other option for

You may apply for a legal heir certificate and claim the bank/LIC dues on that basis.
