Legal Question in Workers Comp in India

I have worked in Tata Steel Ltd ,Jamshedpur from 1.3.2008 to 3.10.09.I have been duly relieved by the company to join other company.I have filled the PF Withdrawl form and duly submitted it to CFC,Tata Steel after 3 months of leaving the company.I have received no communication from Tata Steel for credit of pf accumulation.After 7-8 months I have received a letter from SBI,Jamshedpur addressed to CFC,Corporate Tata Steel , wherein he asked not to release the PF accumulations till my personal loan pending with them has been cleared.For resuming the payment of personal loan after leaving Tata , I have given the same SBI accunt for credit of salary ,so that the loan EMI will be easily deducted. But the bank deducted my total salay for consecutive two months without leaving any money for meeting my family expenses.Immediately I changed my salary account to other bank and took the matter with ombudsman but without any reasult.However, presently I have given PDC to the concerned bank for payment of EMIs.
Last month I have received an letter fron CFC,Tata Steel for bank details for withdrawl of PF.I have replied to that immediately.But no action to this end has been taken by Tata Steel.Please advise me what to do to get my pf accumulations?

go to ther concerned authorities first to resolve or file suit for recovery with damages also for deducting your whole salary making you suffered
