Legal Question in Disability Law in Indiana

I have a strange situation. To start off My son who is now 20 years old aquired a "girlfriend" per say when he was 15 she by the way was 13. As e result of the obvious they were to young to be getting as close and touchy as they were. I had my son call off the so called relationship and he was told it would be best if they were just friends.As a good way out we told him he could say that his parents said he wasen't allowed to date so that way no hard filling would acure between them.In the result of this situation we as of today 5 years later are being bullied by this individual. She has put dirty pads and tampons all over our lawn, threw cool aid on the side of our house, scratched my car did 2300 dollars worth of damage. She constantly calls us on our cell phone we have had to have the numbers changed over 7 times now. She has followed me threw a store yelling profanity and if she runs into me in public will say ruid and volger words. This is becoming very aggrivating and just down right embaracing for us we just want her to go away.We do not provoke her in any way we always turn the other cheek and try to ignore her. This has become to a point where my patients are running thin I am sick and tired of turning the other cheek but, I do not believe in violance. I have looked into a restraining order and have been told theres nothing they can do she has not done any bodily harm and until she does to just ignore her. Done that been there and it does not work.We also can never catch her in the act of the damages she has done so we can not pursue any damages to our propery because it's just hear say.What HELP can I get! Talk to the prosecutor about what she has done in public. It sounds like disorderly conduct charges are possible.
