Law mandating Census

I would like the specific law that in 1790 mandates that the

census is to be taken every ten years, If it is mandatory

and required by law then what is that law.If its a code,statute,law,amendment,or whatever it is.

Re: Law mandating Census

Article I, Section II of the U.S. Constitution requires a census every ten years for the purpose of determining how many representatives each state may have in Congress.

The pertinent text calls for a census to take place "within three years after the first meeting of the Congress of the United States [which was in 1787], and within every subsequent term of ten years, in such manner as they shall by law direct."
