Garnishment of Wages

Can the wages of a debtor be garnished when the creditor has a lien on an asset and has collected it as payment for the debt? In this case, a vehicle for which the debtor owes ~25$K and is unable to pay. When he surrenders the car for repossession, can the bank still garnish his wages after having collected the collateral?

Yes, unless the debt was paid off when the car was sold after repossession.
