Rental Debt

My bro in law lived with us for 5 months and was supposed to pay rent and did not, I am trying to collect what he owes and sent him an email stating I was trying to collect the debt, and he said he was going to sue me for harrasment, I thought it was legal for me to try to collect the debt by asking for it, and not be considered harrasment, I also gave him a date to be paid by or will take to small claims, I know I need to send a certified letter to do this, is this correct.

Not sure if you do not have two questions. One - you can sue brother-in-law but whether you win or not is a different story. Not sure what you want to send by certified mail but the court will send out notice of the small claims and not you.
