Student Loan Repayment

Simple Case:

Student Enrolls In One Course a Month College and gets loan to pay.

College handles ALL financial matters. Student Never receives any money from loan or any grants.

Student ends up with severe medical issues and doctors tell student to stay in bed.

Due to medical condition, student with 4.0 GPA misses 4 days of class and is kicked out (3 absenses allowed) even though she had medical verification.

Student only attended a few months, wanted to go back to school when well and was not permitted by school.

School seems to have held on to ALL the loan money even though student was no longer attending classes.

Should the unused portion of the loan have been returned or was the school entitled to keep it even though the student was no longer attending per their actions?
