An FYI agent from DC is wanting me to pay $375 to get off their Blacklist because I may have possibly funded some money to the Country of Benin. I have saved several letters stating that they were trying to pay back people millions of dollars for sending money to Africa. If I don't pay the $375 then I will be arrested

This is likely a scam. The FBI doesn't demand money to get off a blacklist.
