i had a dui\owi in sept 2003, and oct 2006. have a class d felony, no other criminal convictions. my question is, i heard from several people that after so many years that these become misdemeanors. is that true? how long does it take to do this if true? how do i find out, local police station??

No, that is not true. Always take what nonlawyers tell you about the law with five large grains of salt.
