Student expulsion? punishment or witch hunt??

My son was expelled from school for placing a laxative in a teachers drink. First step was suspension, next came the meeting to determine whether explusion was necessary. The superintendent, principal were in agreement that this was a joke gone bad and being a honor roll student would have no problem making up the work ''if'' my son were expelled. A police officer was also involved at the meeting, but we refused to allow him to question our son until the findings of the meeting. They suggested expulsion, but would let us know at a later date. Charges were pressed, our son expelled for six months. Our son went to live with his mother in another county to be removed from the influences at his current school. The new school refused to accept him because of his former schools expulsion in force. Alternative school would not accept him either. This honor roll student has now lost any interest in going back to school and has obtained a job at a local gas station. Five other students were involved to a lesser degree as accomplices, but received no punishment!! Do any of the schools have a legal right to deny him an education when even the school officials admit that this was a ''joke gone bad''?
