my daughter is young and wants to sign off her rights to her 13 month old to me there is no name of a father on birth records and there is no way of knowing who it is 5 dna test have been ran and still no father

If you are referring to a permanent "sign off", you and your spouse, assuming that you have one, will need to adopt the child. An alternative that is not permanent is a guardianship.
