If the decree does not specify the time and you are holding property which is destined for the former spouse, the best way of handling this is to give written notice for the property to be picked up within 15 to 30 days and provide the details you want to be followed for arranging the pick up. Then if the date passes, you could either dispose of the property for the costs of storage or file a petition in the divorce court for instructions on what to do with the property. If, on the other hand you are the party entitled to property held by the other party, I would also suggest you send a written notice indicating a day and time you plan to pick the property up. If there is no repsonse or negotiation over the time and the property is not made available, then the appropriate step is to petition the court seeking the property or a judgment against the former spouse for the value of whatever he or she did not allow you to have.
