Legal Question in Family Law in Indiana

my sister recieved a baby one year ago at her work from a friend friend. the baby was malnutrisious and wet with nothing. the giver just got the baby back from her mother due to negleck, the baby will be two in july and is well now. my sister has permant guaridianship. the mother called yesterday and said she wants the baby back. this lady has given birth to 10 babys and has given them up. what it is that the subpost to be fathers sister wants the baby and has convinced the bio mother to let her have it because she says that everyone says the baby pictures looks like her. what to do. we as a family has fallin in love with this child and the child has learn to trust. we need advice.thank you
