family medical leave does father-in-law included?

Need to know if the Family Medical Leave Act of 1993 includes father-in-law as a member under the act. Thank You in advance..

FMLA and Care for In-Laws

The regulations to the Family Medical Leave Act, at Section 825.113, state that "Parent means a biological parent or an individual who stands or stood in the loco parentis to an employee when the employee was a son or daughter as defined (in the regulations)...This term does not include parents 'in law'." Accordingly, an employee would not be entitled to FMLA leave to care for a father-in-law who suffers from a serious medical condition, as defined in the Act.
