Harassing Threats

My elderly parents have a neighbor who has made it a habit to accuse them and adjacent condo owners of taking things from her porch, going through her mail, and other bizarre issues. She overturned my parents� porch chairs, pointed at my disabled father with a yard stake and motioned for him to come outside, and she has put signs with messages in her windows directed at my parents. She also is mailing letters to them and other neighbors about these things. We have talked to the homeowners� association president and called the police. Is this considered harassment or malicious communication? What can my parents do about this?

Depending on the content and intent, she may have committed intimidation. Instead of contacting the police, you may want to contact the prosecutor's office.
