use of minors name without permission

I'm involved at a local little league we just discovered that a past board member has made his own website under little league and has posted and followed 1 of our teams. He has been seen at every game and the parents are concerned. He is has been doing this for 5 years and is currently banned from our own website.

what can be done to protect our girls and keep him away?

I feel that there are more facts out there that need to be developed before getting you your conclusive answer. I suggest the parents sitting down with a lawyer.
