if a person is in violation of an ordinance do they get fined from the time they are cited or from the time the law went into effect?

Technically can be from the time they first violated, but almost always is actually from the day they are first cited. (Clearly could not be just from when the law went into effect, since many ordinances date to the 1800's and that would be one heck of a total fine).
