Ebay: Sellers are selling ringtones and wallpapers on a CD or DVD and claiming it is for educational purposes only. Can they sell these CD's Legally. Is there a way to sell a cd with this info on it so others can ultimately download the info to their phones. Sellers claim they are not infinging on any law breaking. Thank you.

Sellers are simply wrong and are prime targets for an infringement action.
The way to sell such works legally would be to obtain the requisite rights from the copyright owners.
