There are no state laws against dating. It is the sex that turns adult/teen relationships illegal.

The issue is that the older person can take advantage of a younger person because of the age difference and the fact that children make many mistakes in judgment.

Hence it is legal to go out with an older person if there is no sex.

Further, the age of consent to sexual intercourse or other sexual behavior is 16, hence a 17 year old can consent.
