Legal Question in Landlord & Tenant Law in Indiana

I had a 1 yr lease in Anderson Indiana. After 3 months of my complaining about the plumbing back up into the bathtub, house almost burning down due to outlet, roof leaking, ceiling caving in, back door is unsafe & looks like it was previously kicked in, landlord peeping tom/telling employees he's "spending time" with me & was seen by neighbors removing pieces of my fence large enough he could fit through & my heat was out 11/22/2016 until 12/2/2016 at which time he stated I just needed him to show me what "parts of the electric panel in the furnace to push if it goes back out until it comes back on". Much more...but he told me Thurs to be out by Sun with no reasons. My rent is paid, no damage, etc...only retaliation because I complained. My question....he says he'll pay me back my security deposit at $50 bi-weekly for 6 months! Can he legally do that?

He's supposed to give you back your entire deposit at one time, not in payments. But it would cost more to enforce this than it's worth.
