Legal Question in Legal Ethics in Indiana

I have proof that the Clerks Office where my child support failed to send me paperwork I need when court ordered. This has been an ongoing problem. In February 2011 I went for a contempt hearing on my child support. I told the court that they needed to stop sending mail to my parents since I lived alone at college. I was unable to complete the community service and missed a court hearing because the clerk never sent me the paperwork. I even have phone records where I called my case manager and clerks office. Is there anything I can do? Also, I have 3 support payments. For some reason I have 2 in Huntington County Indiana and 1 in Randolph County Indiana. This was a serious issue because I just spent 8 months in jail because I was making partial payments but had to go to 2 different counties.
