bought a house to renovate and use as rental property in 2001. Has never had plumbing yet city charges $30 monthly sewage bill. No water has flowed down drain since I bought it. Can I stop paying and what would happen? Taxes are kept paid, yard is mowed, its vacant

Amounts owed for sewer would become a lien on the property if unpaid.
