I am looking to buy a small piece of a bigger property that butts up to property I already own. The owner and I have already discussed some of the details, but I would like to know where to start to get the ball rolling.

You need to get a survey and make a formal written offer. You really should have a lawyer---real estate isn't a do it yourself project.
