Does my landlord have to give me a 30 day notice if they do not plan on renewing my one year lease when the lease expires?

No. Once the lease runs out by its term, the lease is ended. It would be a good idea to have a talk with your landlord to find out exactly what his intentions are so rhat you can plan accordingly.
