My sister and I inherited our mother's house. She lives in the house and I live 100 miles away. We each pay half the taxes. Am I legally responsible for half the repairs on the house, like a new roof, new gutters, air conditioner repair?

Yes, unless you have an agreement with your sister otherwise (which you should have in writing).
