I live in a government subsidised apartment complex and in my apartment I was having electrical trouble with the outlets. The outlets started having black residue on the outlet covers that looked as if they were burnt. When I told the apartment manager my situation she sent the apartment handyman out to take a look. He determined that an electrician should evaluate the outlets in case of a major problem. 10 days later the apartment manager sent me an invoice for the electrician. Am I responsible for the wiring and electrical wiring within the apartment? Do I have to pay it? I wasn't the one that even called an electrician.

Delivery of electricity is a safety issue, and it is always the responsibility of the landlord. You are not liable. (There are always exceptions - like if you used DC appliances from Europe or other benighted places and caused the system to short out. Don't worry about it. Landlord pays.)
