can i withold my rental payment until maintenance repairs are completed. I have a hot water heater that the pilot lite will not stay lit.It's been a 3 month occurance with tis issue.

No, you cannot arbitrarily withhold rental payments. Put your repair complaint in writing to the landlord and try to resolve the problem amiably. If the matter is not taken care of, your appropriate recourse is to file a small claims court claims.
