Employers delaying mailing w-2 forms

What is the deadline for employers to mail former employees W-2 forms. Is there a date that it has to be mailed by or received by former employee. Is there any recourse if an employer is deliberately delaying mailing your W-2 forms? I haven't moved & they have the correct address but I've been told they will hold mine until the very last minute.

January 31 is the deadline for employers to furnish W-2 forms to employees. So if the ex-employer mails the forms by January 31, it will be within the deadline.
