Legal Question in Bankruptcy in Iowa

My niece is drowning in debt. The large majority of which are student loans, Both from the State of Iowa, and Federal Dept of Education. These loans total in excess of $35,000. Can these debts be captured through a bankruptcy, or are they considered invulnerable to erasure?
