Legal Question in Business Law in Iowa

Can i be charged a service fee without being told up front? A man pulled into my driveway looked at my garage door and quoted a price to fix/replace the door. We didn't end up using this particular man but he sent a bill for his service call. This was NEVER mentioned when I called for him to come take a look at it. He only mentioned it After we said we were using someone else. He has admitted he was to up front about it but says he will take me to Small Claims court over the 50 bill that I do not believe I should have to pay.

You can be charged a fee but whether this company can collect it is an entirely different matter. My first question is did you invite the man to "pull into your driveway" to give you a quote on replacing the garage door? Did you contact the company rep and request a quote? If so what were the terms? If it wasn't disclosed up front then chances are you won't have to pay the $50.
