what iowa law requires me to have a drivers license?

If you don't drive a motor vehicle on public highways you don't need a driver's license. If you do then Iowa Code section 321.174 requires that you be licensed. I would presume that means that your license must be valid too, and that you not be operating under an assumed name etc.
