Legal Question in Discrimination Law in Iowa

In July 2017 i was at a stop light. After long hours for many days in the heat i dosed and rolled into the car in front of me. No damage was done to either vehicle but being honest i was cited. I was told to get a medical report which i did. 6 months after the incident i was contacted and told i was losing my license for 6 months. After the 6 months i was asked to get another medical exam which i did. Then 6 months later, Sept. 2018 i was asked to get another exam which i did. Now they have put a J restriction on my license for yet another exam in 2019. Who decides the restriction and as the only incident i ever had i yhink enough is enough. Can i appeal this restriction
