Legal Question in Environmental Law in Iowa

we moved into our house december 1st 2009. it is now may 18th 2010 and my landlord has failed to put in the window in my room. there is only plastic covering it and we went the whole winter, in IOWa, with that which caused high electricity bills. now the plastic has torn and it has been raining in my room onto the electrical outlets. what can i do?

You can withhold rent but you'll have to put it into a blocked account to await disposition of the inevitable lawsuit that is going to follow.
