Legal Question in Family Law in Iowa

I have a custody arrangement that states that if my ex is not following the pick up and drop-off times over a course of 3 weeks, I can cancel his visits. We have had this arrangement since November and he has dropped our daughter off late dozens of times. It is not everytime. Is this grounds for me to cancel the visits? How do I measure whether he is "following" the arrangement or not?

I do not think I have ever seen such a custody arrangement and I am not sure a court would have signed off on it. Is it some informal arrangement, or was it the subject of a court order?
