I was divorced in 1999. he was ordered to pay me 7500 dollars by feb 2001. can that be collected? he just sold the property in june of last year

This presents a problem in that you have chosen to wait 12 years to try and enforce your rights under the divorce decree. Although technically the amount was ordered and never paid it would be reasonable to ask why you chose to wait so long. But you must contact your attorney and see what the original agreement said if anything, and whether you can proceed to try and enforce it.
