Legal Question in Civil Litigation in Iowa

Can a city tax people for a service they don't give. In jmy city we have 2 parts. one with city water and sewer. One with out. But we are all taxed the same rate.

Tax rates probably don't have anything to do with your water and sewer service because that's something you pay for every month. You don't pay for that so you may be spending less-and your property's less valuable without it, so you might actually be ahead of the game.
