Legal Question in Civil Litigation in Iowa

I had gotten a DUI and finished all the classes, paid all the fines and what ever else was needed from me. I went back to court and the judge wiped my record clean. While still driving I had sr 22 insurance until I no longer needed it and then shortly after lost my car and since I wasnt driving anymore canceled my auto insurance, now that I am in a possition of needing a drivers licence again I was told by DOT that my DL is suspended because I didnt have insurance anymore, I informed them of the situation and they told me I still needed to have auto insurance even if I wasnt driving anymore because I might drive someone elses car, (they have insurance to cover that) DOT said I could insure someone elses car just to say I have insurance in order to keep my DL. Now in order to reinstate my DL they want me to pay a fee of over 400.00 Can they do this? If not what should I do?
