Legal Question in Juvenile Dependency in Iowa

My Son
My son was placed in a juvenile treatment center 2 years ago.
The treatment center did help him to realize that he was going down the wrong road and he has turned his life around.
His JCO would not let him leave the center which was a 2 hour drive for us to visit him. We finally got him to agree to transfer him to ASAC in our home town.
The staff at ASAC was unacceptable. I won't go into detail but will say that my son left the facility and didn't go back. His JCO put out a warrant for his arrest.
He turns 18 in a few days and wants to go back to school and get a job.
What rights does he have? His attorney is very unexperienced and tells the JCO everything, confidential or not. She told us that he either has to turn himself in and be locked up at a juvenile detention center until he's 18 plus 18 months after that or to stay in hiding until he's 19.
What should my son do? What are his legal rights?

His rights are nonexistent as long as he's an absconder with an active arrest warrant. He's not doing himself any good in hiding.
