Legal Question in Social Security Law in Iowa

I'm trying to aquire a birth cetificate and social security number for someone born in 1987 who has never had one. We've tried sending in requests to Pheonix Arizona (His birthplace) and visiting the nearest Social Security office here in Iowa but so far haven't been able to get the things in question due to a lack of identification. Is there anyway to get these things?

It's not in my line of work. Maybe what you two need to do is saddle up and go to the hospital wherein he was born, or produce the kind of documentation that establishes that your friend is who he or she says she is. The agencies in question are probably suspicious of such efforts because there's plenty enough immigration fraud to go around. They should be able to provide you with an idea of what they require however.
