Legal Question in Social Security Law in Iowa

I am on SSI and SS, and recently started receiving back child support for my two children who are now adults. I called and reported the extra income to Social Security, and received a letter stating they were taking away my SSI because of the extra income. I spoke with a friend who is an attorney and he said my child support pmts are not 'income' that I have in any way 'earned'. It is reimbursement for part of the out-of-pocket expense of raising the children. Just as I don't have to pay federal income tax on it, it doesn't count as earned income for purposes of SSI and SS. Since it is arrears, it's money that's owed to me-a civil judgement. My question is who is right?? Can Social Security count that back child support that I never received when my children were small as income and take away my SSI?
