Legal Question in Family Law in Israel

I think that in order to force through a divorce the rabbinical court- who assuming both parties are Jewish has jurisdiction- would look at a wider picture before deciding divorce is in the best interest of the parties. Examples may be, separate lving quarters, separate lives, etc
