Can you make a teenager who is 17 years and 9 months old a legal adult?

Yes. Wait 3 months. But even then it takes until about age 30 for them to stop doing stupid things. You need to post more information, and information specific to the person's situation--not just what you think's the most important (and in this case, impossible)--but the facts. Why do you want to contend or have contended that this kid's an adult? Getting ready to throw him/her out and don't want to be responsible for the consequences? What?
