What are my rights?

I have a child born to me out of wedlock, that I have all custody of. She even has my last name. Her biological father is only alowed "resonable visitation". When I marry my fiance of 4 years, will he be able to adopt her with only my permission?, since I have all custody?

"reasonable visitation" would indicate more action required.

KS recognizes three levels of parental custody: Sole(which you may be describing), Joint and Shared. Unless the child's father would voluntarily execute documents relinquishing his paternity, before the court preferably, it would be necessary to sever his parental rights prior to any adoption occurring. You should seek advice of legal counsel; this would not be a procedure I would recommend attempting pro se.
